Provide editing on multi-selection

A correction to the top Add filter move from the Global context to the Local one during openLocalContext.

This is not necessary anymore for edit operation because the selection is restored in the PartSet_SketcherMgr::onMouseMove. It is possible that this functionality will be moved in another place.

1. Check the owner is already selected and do not call for it AddOrRemoveSelected,

2. An attempt to restore selection for the edited attribute. The result is the selection is not restored - to debug it.
